Scoff if you like, but there's more truth to the original post than I'm sure you will admit. I work for a Federal agency that has regulatory authority. I deal with the EPA, USF&W, and Corps of Engineers quite often. Believe me, it's no longer about carrying out each agencies mission. It's now about "turf". Each agency is into protecting and expanding its turf. Why? It's really simple, money-funding. In today's tight budgets, each agency is scrambling to get the biggest slice of the pie it can get.
