Try a different seed. I plant G90 with good results.
My learning curve includes:
Buying fresh seed. My feed store will sell last years leftover in the bulk bin.
Buying enough seed to fill my hopper and keep the plate covered.
I am using a C251 planter behind a Farmall Super C. I found a fertilizer applicator specifically built for this planter. The only problem is it drops fertilizer directly on the seed in the row. I put too much on and burned my 1st planting this year.
Gound temperature and moisture have to be right. Planted some too early and between the rot and more time for the critters to find, it I had a poor stand.
So far the only bugs a I get are the borers. I plant more than I can eat,freeze, and give away. The the losses to the coons, shunks, and birds doesn't hurt too much.
