YES YES YES in my professional electrical engineers opinion that is, you MUST connect the equipment GroundING conductor you brought from the main panel to the Equipment Ground Buss in the remote sub panel. Otherwise how does a fault have a low resistance return current path??
HOWEVER AT THE MAIN PANEL THE EQUIPMENT GROUND BUSS AND NEUTRAL BUSSES MUST BE BONDED, your drawing doesnt indicate that????
