Might be a manufacturing facility nearby and after a unit is finished it is put out into the real world for testing. I wouldn't be too quick to point fingers.
Around here the drug boys got run out of town so they started doing their meth out here on our rural roads...would work out of their cars They'd park in a curve or isolated spot in the road and a couple of cars would pull up and a minute or two later dash away.
That lasted for about 2 weeks and vanished. Our sheriff has been reelected for over 30 years and seldom does anyone run against him. He is first class and very professional. Good citizen too. Our county has a lot of "uppety" homes and a good sized work environment that bring in a comfortable tax base for county necessities....sheriff's office included.
There is no doubt in my mind that he had surveillance air planes from the local airport out and they located the drug boys and ran them off to somewhere else.
