As of a couple years ago you could produce your own fuel and use it tax free up to a certain amount. If you exceeded it you were required to pay tax on it.
At one time the limit here was 600 gallons a year. You would have to check with the state. No idea today as I no longer bother with it.
Another thing you want to check is regs for a home brew plant. They had several places burn down and the states started putting regs in place for the amount of fuel that could be stored as well as raw stock and processing chemicals.
Personally, if I was to do anything again I would just do WVO. Processing it to Bio-diesel is messy and time consuming process. With WVO you let it settle, take off the oil, filter it and it is good to go.
