IF it is real bank run then it has natural sand in it. It will never completely harden up. If it is just crushed gravel with a lot of fines then it should solid up if it has enough fines in it. If not then and some fine crushed sand and mix it in. Level it back down and compacted it. Should be hard then.
If you can find then the ground up black top works great as a top coat on a drive way. When it get hot it will bind back together and works real well.
