He is just BSing you to get the price down. There are several factory trailers that use that type of lug/rim combination. You just have to run regular high way trailer tires not house trailer tires.
A friend has a heavy dualed tandem backhoe trailer and it has those type of rims and tires. He has to go across the WI DOT scale everyday to go to Dubuque to where he usually works with his equipment. He never has had any type of problem with the DOT.
The guy is just trying to beat/cheat you down on the price. I would ask him more than the first price if he comes back. I dislike cheats!!!
