yes you could use plastic easy enough.Dont think i would like to build a thousand of them,but for a few trees in an orchard and things it works pretty good ive found.The problem I personaly have with mulch is its likely to hold insects.If you do use it,best to keep it away from direct contact with the trunk. Especialy hard on a grafted tree in my opinion,but lots of folks do use it.ps.. i forgot to mention,keep a lid on your cans.Wildlife will soon find the water also and deer, rabbits and things will eat your trees in a hurry.Back several years ago partner wanted some trees around the office.I took a small ditch witch,and dug a ditch around all sides.Then we laid a pipe (1 1/2" as i recall) with several small holes drilled in it at @ spacing we wanted trees.then we simply back filled ditch to the depth needed for trees planted them and finished filling.worked great and you could if you wanted fertilize with liquid fertilizer also. since we were busy all the time it was fast and easy way to plant and trees didnt take much time to water and all.as i recall every one of those trees survived which is pretty amazing with bare root trees.
