A wireless hot spot is provided by a wireless router that nearly always has wired high-speed internet service. So, if you are at a location that has wireless internet you can get on with your laptop provided you have the correct security code. It is not dependent on cell coverage unless you use one of the following options.
You can get your cell phone configured to provide a wireless hot spot. Works well with iPhones but be careful of the cost on that.
You can lease a cellular hot spot from ATT or any of the other carriers that will give you high speed wireless wherever you have cell phone coverage.
A friend of ours has good cell phone coverage but can't get high-speed internet at home so she uses the cellular hot spot. That may be your situation as well.
