The only differance in the fuel now is the red dye because all diesel engines are under Tier 4 standards now. Here is the time line for off road diesel........
Before June 2007 there was no rule but the standard was about 3000 ppm of sulfur.
500 ppm (Low Sulfur Diesel) effective June 2007 for nonroad, locomotive and marine diesel fuels.
15 ppm (ultra-low sulfur diesel) effective June 2010 for nonroad fuel
15 ppm (ultra-low sulfur diesel) effective June 2012 for locomotive and marine fuels
Some of us were still getting 500 ppm fuel between 2010 and 2012 because the supplier was buying marine fuel and selling it as nonroad fuel.
