I would start off looking in the bevel gear box, and see where the rotation is not making it through. I would not drop the header unless I could see that the vertical drive shaft down to the bar is turning. The right end drops with just four bolts just under the cover, the left end would be more complicated. I don't know how pieces would get from the bevel box down to the cutter gearbox. There is a seal at the bottom of the bevel box to hold the oil in.
