Sounds to me like this guy might have stolen the boat himself. His story about the other buyer, charity, etc. doesn't work for me, especially with the fresh paint job and no registration numbers.
But more likely the whole thing is a scam because a victim certainly can't go to the police after they lose their money.
I've bought two boats without titles. All you really need is a signed Bill of Sale from the seller (and make sure you have good ID from them). Then ask the state to issue a new title. No big deal. If the boat does turn out to be stolen you have to give it up but shouldn't get in any more trouble.
