The basic Super "C" and Super "H" where not high horse power tractor to start with. So there is nothing simple to make them big power houses.
The Super "C" is a 123 cu motor with 23 3/4 HP at 1400RPM. Setting the governor to go up to 1600-1700 will get you 30-31 HP if you have a decent engine. The timing advance should be at 30 degrees at full throttle. Any more advanced will not gain you anything but actually loose HP.
The Super"H" is a 164 cu with 29 HP at 1650 RPM. I have seen them turning 2000 rpm and living with some brains in the seat. That will get them up into the 35-37 HP class.
If you want higher horse power it all depends on how deep your wallet is. You can over bore the block, balance the engine, port the manifolds, bigger jets in the carburetor, etc.
Pretty soon the old tractor pulling is going to be like the super stock class. $50K to just place if you really want to compete the 250K. I know some guys with 25K stuck into a two cylinder JD to pull it. We used to turn the pump up on a JD 4020 and pull it Friday and Sat. nights then turn it back down Monday morning to plow with it. Did not win very often but still had fun. Then it got to be just racing your billfold. I have not even been to a tractor pull in over twenty-five years.
