First and foremost make out a police report for both the lost wallet and the unauthorized purchase on his dime. Notify all the credit card companies he does business with as well as his bank. Should probably change his bank account number at the very least. He'll have to jump through whatever hoop the government makes him to re-establish or get a new SS card. IIRC you can request you credit report be locked meaning it can't be accessed without his permission and you can request you be notified any time it is accessed. Your local law enforcement agency should be able to guide him on what steps he should take to protect himself from further damage and restore his good name.
