We used to have a big planer/molding machine in the mill, ole Lou would cut knives for it, per what shape it was. Very loud machine, hearing protection to say the least.
That one kind or reminds me of it, though it was electric powered, had to be from the 40's, material orders I saw run through it in 4 years time, would take 6" material too, he could shape those logs they use for cabins, been so long I forget the profile. There was a big cubby hole kind of shelf with all the knives this guy cut by hand for all the different jobs for many years, there were hundreds of them, I remember how he would set it up, perfectly matching any molding or piece you wanted, be nice to have in ones wood working shop.
PS, those open belts would make me cautious, can't forget those are there and have a loose shirt tail LOL !
