The problem could be in your distributor cap, with some arcing inside. Look for carbon tracks or cracks close to the tower leading to the plug with the problem. The problem could also be the wires, which may well be close to the age of the tractor. Try moving the plug that won't fire to another cylinder and see if it still misbehaves, or if the plug you put in the problem cylinder starts fouling. If you replace the plugs, put in a hot plug, like a Champion D21, as it will not foul as quickly.
