Mike, No. It's usually the top bearing that disintegrates not the bottom. As the oil leaks out the top bearing gets dry and goes kaput. Bottom bearing rarely goes bad. But your advice is correct - take the steering box apart, clean it, put in new sector seals and a top bearing. Most guys now are refilling them with JD cornhead greas as it doesn't leak as bad. Those Ford steering boxes are very, very simple to repair.
