Worked on a 7600 one time with the same issues. (dealer said they needed new cylinders)I disconnected cylinders and it would not go down. Many hours later I got the rockshaft freed up and moving. It was a long while ago but as I recall I was able to move the shaft sideways slightly and then Small movements up and down then finally full movement. It rides in bushings and water had gotten in and done its thing. I almost drilled the casting on the outside to install grease fittings but was not sure what the inside of the casting was covering so I did not. I did however never seize as much of it as I could expose and periodically cleaned and lubricated it.I don't know if this is your problem or not but I have heard of others having the same issues. There is no known history regarding its origins or what service it had done, but the following work was undertaken alone to bring it up to show standard.
