I have been plowing a little using draft animals. It is essential that the plow be set up properly in order to do anything resembling a decent job. If you ensure that the plow is level and true, that is it leaves a flat furrow and the tip is pointing neither up (coming out) nor point down (digging in) and that the blade is clean (rust/paint free) and that the coulter (disc) is both sharp and clean you can do the job with surprisingly little horsepower. The best analogy I have is the difference between using a sharp handsaw and a powersaw. The power saw, with enough horsepower will cut almost anything, the handsaw will only do so if it is clean and sharp. If you remove one element from the equation, you must add more of the other. In your case you have fewer horsepower, so you need a sharper cleaner saw, that is plow. I hope this helps.
