If it's getting spark, the most common issue is probably not getting gas through the carb due to blockage.
Unfortunately, if you swapped the magneto - now you've complicated things.
Now you've got timing concerns thrown in. But not a big deal.
Just remember these engines are very simple and very forgiving. So just go through the basics and you'll get it to go.
Pull a plug wire - make sure you get a good solid blue spark - at least 1/4" long to ground.
Pull each wire - make sure they're all parking good.
If so - then try a little starting fluid in the carb - if it fires at all, you're close. (don't go crazy with the stuff though, not good for the engine).
If it doesn't fire at all make SURE all plug wires were routed properly first. They probably are, so then focus on the timing. Make SURE that when you're timing it - you're timing it to fire at TDC of the COMPRESSION stroke - very common mistake to forget there's also a tdc exhaust stroke!
After timing - try the starting fluid again. If you get it to fire at all, and especially if it runs on the fluid (and still isn't running on gas) - then you can move on to the carb.
Make sure you're getting gas from the tank to the carb first. If good flow - take the carb off, diassesemble, clean every little passage way you can find with wire and compressed air. Get the idle and mixture screws into the right ball part (somebody can tell you how many turns out for each).
It's pretty much going to run at that point.
But if NOT - try popping the valve cover and adjusting your valves - make sure you don't have any stuck - unlikely though - but should be done occassionally anyways - so why not.
