OK, think about it, this is a country that takes, or given the amount of levies maybe the proper word would be makes, a huge hole in the ground (ie a hole that's right beside the ocean) and then builds a city in it....can you say New Orleans??? If you think about the amount of water, gas, etc, etc that is routinely pumped and stored all over this country every day, having the capability to take "excess" water from one place and store it for use in another really isn't as stupid as you want to believe it is. To think it is is like saying the fact we damm up naturally flowing rivers to provide water for places without it is stupid, pumping natural gas from places with an 'excess' of it to storage so it can be used in other places where it's needed is stupid.
I've mentioned this same idea on here before and 90% of the responses are adament that it can't be done. The way I see it man would never harness fire, but we did, man would never fly, but we do, man would never go into space or to the moon, but we did........So many things would never happen until someone decided it needed to and put their minds to it and made it happen. This is another one of those things. True, maybe we don't need one HUGE lake somewhere, but the idea is a sound one, given the proper implementation of it.
