Put a 3000 PSI gauge into the pump's test port. See what the pressure is when not trying to use the hitch and then WHEN using the hitch. If you've got over 2000 PSI in both tests - your problem is in the hitch linkage.
301A is the industrial version of the 1020 ag tractor. I assume you've got the three-cylinder 135 cubic inch engine and the small German hydraulic pump.
