You can ship them but they're considered HAZ-MAT so you have to have the proper approved package certified for the application and a certified individual to fill out the paperwork with the proper UN numbers, NEW figures and explosive class (1.1, 1.2, 1.3 or 1.4.) and affix all labels as required by law, it'll cost more to get all of that done then the shells are worth. In the post 9-11 world I'd really be afraid to ship something like that underground/unlabelled. If you get caught you get to deal with BATF/Homeland security, they don't have any sense of humor and are kind of jerks to deal with. I used to do that kind of stuff, it's a PITA.
