Could be that the lower voltage in the battery caused the amperage to rise past the fuse capacity and blew it, but I wouldn't see why that should happen- the power drain should have been the same. But I have had fuses heat up enough to just melt the solder connections inside, then go open as they cooled. Looks like the fuse is good, but it's actually bad. It may need a slightly larger fuse, especially if some or all of the lights have been replaced with ones that use a bit more power.
As for the lite fluid, I never change mine- I just replace the filter and add enough to top it off.....
