If the car had its flashers on and a second vehicle was there, I'd figure the dog was hit before I'd consider it being stolen. Most times a thief wouldn't want a witness and the witness wouldn't allow the thief to take it. Also wouldn't guess that a thief would bother with flashers. Could've maybe also been a hit or a close call and they couldn't find the dog to see if it needed help. If it was nipped it would've probably gotten spooked and could've run off.
I had a long legged version of your dog (bloodhound) and both breeds are heavy animals. If the dog were hit it could very well be the second ride was offering a hand getting him in the truck / car. Or looking to see if they could see where it went?
I'd certainly call all the vets and animal hospitals in the area. I hope you find him and in good shape. I know your pain. I sure do miss my big old slobber launcher. He could really sing.
