Usually it is just two types of ID not residence ID. People move to Tenn. all of the time and don't have to prove residence. She just has to prove who she is. Her old drivers license and her SS card would be all she needs. If she has a little time a Passport works as excellent ID.
As for the car she just needs to check with the county she is currently living in. They have different rules in different counties in Tenn. Since it is family transfer there is a sales tax exception for that.
If she is just taking on-line classes and looking for work she has the time to do the leg work. She just needs to go down to the county offices in the county she is living in. I bet that she can get the info in less than 2-3 hours. She just needs to work on it like it is job.
It can not be that hard thousands of illegal Mexicans do it every day. Cars and drivers license without a legal SS number. So your daughter should be able to do it herself.
