As few things come to mind. #1 is a digital meter it can read a tad bit off due to static. #2 most home meters are not calibrated so that to causes false reading by a tad bit. #3 a weak battery or an amp draw such as lights etc will cause a reading like you have. But for the most part 15 is a tad high but not so high as to worry unless you start smelling battery acid/sulfur like smells as in a over charge condition
