the otheres are right hang some weight on it thats the only way to make it bite, as to the upper 2 holes, and the draft control, unless your going to pull a plow, just forget them thats what there for, and thats all, the lower hole is for everything else to mount the upper link in , the draft control feature will only become apparent when your using a plow, "power down" is a bad feature on a row crop tractor as IH found out, the more pressure you put on the implement, the less you have on the rear tires, then you wind up with something like a plow stuck in the ground and your tractor spinning and digging itself in, thats the beginning of a very long day!
