If solenoid plunger moves freely and it still will not shut down plunger lever needs bent slightly toward rear of housing to push metering valve to stop. Stanadyne has a tool to set shutdown height, then is checked on test stand to make sure no fuel delivery in off position. When plunger is energized lever is pulled away from linkage to alow free governor control.
