I don't know anything about your Farmall H but based on what you say, it has neither live or independent PTO. However, your 4610 sounds like it has independent PTO. It has a seperate clutch for the PTO which may just be intergrated into the main clutch assembly.
Live PTO: Ground travel can be started or stopped without interrupting the PTO.
This means that one way or another you can stop foward or backwards motion without stopping the PTO which is necessary for something such as snowblowing, round baling, etc. You may have to stop ground travel to engage the pto, though once engaged, you're free to stop ground travel. This is often due to a design such as a two stage clutch that would be pressed part way down to stop ground travel and all the way down to stop ground travel and the PTO.
Independent PTO: Ground travel can be started or stopped without interrupting the PTO and the PTO can be started or stopped without interrupting the ground travel.
With I-PTO you can stop ground travel without stopping the PTO and you can engage/disengage the PTO without stopping ground travel. The two are completely independent of each other. I could be way off on this, but I think that some two stage clutch systems and some independent PTOS are nearly the same system with minor design tweaks.
