Read the manual, it'll tell you if you can program it yourself.
Don't confuse the remote entry fob with the security keys. Ford PATS security keys are required to *start* the car, those require two working keys to program a new one. Don't know about other brands.
I've yet to see a remote entry fob that the owner can't program themselves. Could be they exist, but I haven't come across one. I'm sure the dealer will do it for you, but that doesn't mean you can't do it yourself!
