1219b would seem to allow for it to be removed "immediately". Now, a reasonable person would probably interpret that to be "soon" after it was left. Leaving it there for hours might be construed as something less than "immediately". There is something in V&T Section 1220b-1 that would seem to exclude some types of agriculture deposits? I ain't no lawyer. Maybe someone reported it to the Troopers? Maybe the mud was left there for longer than that person felt was reasonable? 'course Troopers in your area may very well not be from your area and there are less and less of them who have had any experience with farms in there past lives so cannot appreciate that farmers have to really work for their living and sometimes a little mud or $hit gets left on the road while doing it.
