The new 28" rims I have gotten have holes drilled in two rails. One set of holes is perpendicular to the rim, the other set is perpendicular to the rail itself. There are three different types of stops that I know of. So yes, if you get 18x38 rims(for 20.8x38 tires) with the correct number of rails, I think you could make the rest work.
