I either buy it from an established business, in person, some smaller priced stuff in Ebay, or have it shipped COD and check the contents before you pay. My UPS guy will stand there for the minute it takes to check the stuff. I have resealed the box and paid the return freight if the parts where not what I was told.
I will not pay for parts before they are shipped from a private seller unless I have dealt with him in person a few times.
Unless you are restoring some real rare tractor or live in the middle of now where, you should be able to find parts easily through the ways I outline above.
It is kind of like these guys getting scammed on hauling tractors. Just pay for it when it is delivered. If the guy hauling it will not do that then he is not in business for real any way.
Also know what the value of the parts are. If it seems way too cheap then it is either a scam or the parts are not going to be as described.
