I cleaned real good, sprayed gumout, compressed air, was totally clean when assembled, new needle, seat too. The carb was actually clean, but I noticed a lot of black soot residue on the butterfly,(flapper) from the air breather, (choke on these?) the one on top was clean, center of carb, 2 little orifices were clear and clean. I'm not familar with Marvel Schebler carbs, but have done so many others over the years, I do a meticulous job or as much as possible, use a bright light to inspect things etc.
I think what you said is possible, I do not know what was in the line, or tank, thought he said it was run low, but he flushed both, put an inline filter in too, but... given the simple design, that would have to be it, not sure why a new needle and seat would do that, old needle looked fine, that black material that seals obviously could fool you unless you looked with a magnifying glass. I set the float exactly per diagram, checked it for leaks, was fine, it moved up and down.
Now heres a dumb question, LOL, when the float moves up the needle unseats, lets fuel in, when the float moves down it should close the needle valve, I always thought it was the opposite, float comes up, bowl is full, needle shuts off fuel, fuel is used by carb jets, bowl gets lower, float comes down and lets fuel in to refill bowl.
Last one I had a problem with was a small engine, needle and seat were not sealing, and it would leak gas onto the floor, installed a new one and or kit, that was that.
It seems to be an odd problem, I was told the tractor sputtered before it quit, that usually a fuel problem if it was running fine prior, so I think the tear in the gasket that goes between the 2 halves of the carb would have leaked gas into the center and flooded it out.
I warned him about gas thinned oil repeatedly as a safety precaution, motor has been overhauled, I've run it at their place, its got some other repairs needed, but it did run well, just a tad rich I thought though.
