As I said it is not a mandate it is a Voluntary Grading of Shell Eggs. To carry the USDA stamp the rules must be followed. It does not cover repackaging of eggs from one supplier to another supplier to change the carton it is sold in. What it does cover is the shipping of a egg to a retail store; it sitting on a shelf or back cooler till it is past the sell date; being shipped back because of out of date and put in a new carton with a new sell by date to extend the life of the egg. This use to happen a lot around easter. A store would buy to many eggs just to have enough and they would not sell. Rather than throw the eggs away they were sent back and put in new cartons. Now a days they just take them back and use it for other things like in cake mix. They are still good just can not be sold as fresh shell eggs.
