The directions/picture you are showing me is the adjustment for the left brake (I think). I did as you said and ended up with the left brake functioning properly. However, those same adjustments are not present for the right break. I am looking at the parts manual and it looks like the brakes for the right side aren't set up the same. There are 2 woodruff pins (one of the brake pedal and one on the cam shaft) that don't allow for adjustments.
