Gordo, I read in the news that the Navy had cut most of the SeaBees. Evals had nothing to do with it. Basically they did here the same thing they did to my BIL. Job went away, gotta downsize just after the 1st Gulf war, just send em home without offering to retrain into another job and letting them stay in. Heck long before I retired the Army went to "retention contol points"(RCP). That translates into you have to make a certain rank by a certain time to be retained on active duty. When I first joined a guy could retire as an E5 as long as he was on the promotion list for E6. By the time I retired you had to be an E6 to go past 15 years.
I know the Navy was talking about draw downs a couple of years ago when my son finished his enlistment. He opted to get out and go Army NG so he could go to school but told me about up coming RIFS then.
