No power under load, but works fine with no load is usually a symptom of a bypassing motor. Easy to check. Pull the case drain( it will be the smallest of the hoses)have your friend hit the tram pedal and see how much oil comes out. A steady drip to a VERY weak stream(its hard to explain) is acceptable. If it pours your motor is bad(bypassing). If the motor doesn't have a case drain, you will have to check for heat. Tram enough to get the system warm. Compare your suspect motor to the good one. If its hot or quite a bit warmer your bypassing. If neither of these get you any where you may want to check pressures(may have compensator, or relief problems for that circuit) and flow. Remember just because you have pressure doesnt mean you have enough flow. If you dont have any gauges the simplest thing would be to swap motors from side to side. If the problem moves its the motor, if it doesnt your obviously looking at something upstream. Hope this helps.
