It doesn't have to be a torque converter. As wvjim posted with the service bulletin, the torque converter clutch application is in question. The PCM duty cycles the TCC until fully applied and the PCM must see a calculated RPM drop from the crank sensor. If the drop isn't enough, it assumes slippage and it sets the code which is emissions related. Slippage could be the TCC seals, solenoid or other components. What needs to be done is a TCC Stall Test as was described in the service bulletin with a DRB III to determine if the TCC clutch can hold. This can be done at a dealership. They usually do hold unless the tranny has been abused (hauling heavy loads in OD. etc). If you don't have any other driveability issues with the tranny (lift foot upshift etc) then you might just need that plate installed. I have done them. Sounds like that shop has been guessing with your money. Hope this helps. Gerard
