Tractors appeal to a sizable group of people. As I've posted before, I used to be an (unpaid) admin for a petroliana forum. Petroliana appeals to a fairly narrow group of people. I don't recall all of the sats but I know we used to average over 400,000 page views a month, and visits to the site lasting half an hour or more averaged over 130,000 a month. We always looked at the number of site visits of half an hour or more as one of the most important indicators of the health of the forum.
A forum software upgrade would likely boost viewership and participation but those upgrades can be a huge undertaking.
