The Briggs HP is measured at the engine output shaft. The tractor is rated at the drawbar. There are losses in the entire driveline that are accounted for in the tractor. The Briggs and others, like riding mowers, ignore drive losses. This means that the tractor engine actually produces greater than double the drawbar horsepower. It isn't rated that way, because you can't make use of HP that's lost in getting it to the ground. The riding mowers don't care about useful HP figures, since they don't expect you to be pulling much with it; only using power for rotating the blades and moving the unit itself over the ground. In reality, it doesn't matter all that much; as long as like items are measured the same way for comparison. This was the reason that Nebraska required state testing of tractors in the first place. Some legislator bought a tractor rated at engine HP, and thought it was drawbar HP, and got mad when the unit failed to meet his needs.
