Nobody is blaming payroll withholding or higher gas on WalMart. Why is WalMart treating this memo like it is a big embarrassment? If this is solely on economic forces then we should here other retailers crying too. If you're doing fine by WalMart then fine. I have very seldom seen any savings at WalMart after shopping around. I'll talk to people about buying milk or bread or oil and can usually point out they could have done better elsewhere. As long as the local businesses are competitive I would rather keep them going than send money out of the area.
