Your tractor is just an industrial IH 444. The control valves are just about the same clear back to the IH 300 utility.
1) QUIT throwing parts at it until you diagnose the problem. 2) Get a Factory IH repair manual. The IT books do not do a very good job on the hydraulics system on these tractors. The manual for a 444 should show the hydraulic system for your tractor as well. Some one on here may have a manual that they can copy the needed pages for you. 3) Make sure the lift piston is not leaking. 4) Find out if your hydraulic pump is creating pressure/flow. 5) If you do not have flow check the supply to the pump. They are known to suck air and then be a bear to get to bleed/pump.
I know just enought to stay away from IH old utility tractors. I repaired the hydraulics on ONE IH 444 twenty years ago. That cured me. LOL
