My Wifes uncle ran a small engine shop for 40 plus years and he probably cleaned a thousand tanks with the following method. Remove tank, remove any and all aluminum, brass, glass or rubber parts of the tank, it is very important that no aluminum is exposed to any type of acid, blast out with a pressure washer if available or water hose with nozzle, tape up/plug any ports in the bottom, drop in some small nuts and bolts or a hand full of pea gravel or B-B's, add a few inches of distilled water, seal the top, shake and agitate, dump out and flush, repeat if needed, add distilled water and degreaser or dishwashing soap, agitate and flush, fill with white vinegar and let it set all night, adding a tablespoon of salt to the vinegar helps, flush good the next morning and fill up with baking soda water, let stand an hour, flush with water, blow out with air, slosh around some rubbing alcohol to remove all the water, treat with WD - 40 inside, install tank and fill completely full with gas. On real bad tanks he would use toilet bowl cleaner instead of vinegar but it can be volatile and has to be handled as per the label because I think it is hydrochloric acid that turns to muriatic acid in water.
