In the 1960's dad used arial maps of his farm and the farms he rented. He got them from the county (ASCS?). I can go online to look up arial pictures of my place dating back to 1950. The county posts arial pictures online as a public service. Every few years they post new ones.

County tax assesors have always had the right to walk any property they need to.
A neighbor joked years ago that eventually they'd get pictures of him taking a "#1" by his tractor while doing fieldwork. Eventually they did. Someone at ASCS joked they should turn him in for indecent exposure. He said that if they did, he would be flattered.

That tax assessor better have an appointment and follow biosecurity protocol if they're entering a property/facility that raises animals for slaughter in a USDA inspected slaughterhouse. The farmer can't deny them entry, but they will enter on the farmer's terms, as the farmer is responsible for biosecurity protocol per the "Homeland Security Act". There's plenty of negative ramifications of just letting anyone go anywhere without knowing where they've been without proper protective clothing on any livestock farm. Someone stomping around a livestock facility without following biosecurity protocol can get hauled away in handcuffs, doesn't matter if they have "right of entry" or not.
