They made this law because some well-meaning politician saw a tied dog suffering out in the hot sun, or had to put up with a dog barking all night long while tied out in the yard.
The politician's answer to dealing with mean/stupid people is to make more laws that the mean/stupid people won't follow anyway. Only the law-abiding responsible people ever get busted on these stupid laws, and then only on a narrow technicality (i.e. dog tied for 15 minutes, 1 second).
