It is an aerator fan. It is from a former bank building. It was kept in the vault in case anyone got locked inside the vault. There was a pipe built into the vault wall which was covered over with wallpaper (both inside and outside of the vault). If a person got stuck inside the vault, they were to punch the tube through the wallpaper and turn it on to draw air into the vault until they were rescued/released from it.
