I had a post about this a few weeks ago that got deleted. My cousins daughter has a myriad of health problems and hasn't been able to get it through the normal legitimate channels.

That said,on the NPR program This American Life a few weeks ago,they spent the entire hour on the subject. My wife got so mad she was almost shaking.

They started out the program in a town in Alabama where one in four people are on Social Security Disability. Almost all of them with the help of one doctor. They interviewed him. He said one thing that he considers is education. He says yes,those people could physically do another job,but they don't have the ablilty because of lack of education.

Then they went to the Northwest where a lumber mill had closed. A guy in his 50s who had lost his job went through 3 retraining programs. He'd had one heart attack. A government employee who was running the program pulled him aside after the third time through and told him flat out he wasn't going to find work. He told him to get on disability.

In recent years,the number of people on SSD has gone from 8 million to 14 million. The number of children on it has increased 5 times in 20 years. Kids get it for learning and developmental disabilities. The trouble with that is,it discourages parents from getting help for these kids. If their grades improve in school,the parents loose the check.

They said one of the biggest reasons for the increase was the 1996 welfare reform. That reform made welfare the responsibility of the states,not the federal government. Currently 17 states hire private companies to sift through their welfare roles to find people who they think they can get off welfare and on to disability,thus saving states the money,putting these people back on the federal take. In Missouri for example,the state pays these private companies $2300 per adult and $1750 per child for moving them from state welfare to SSD. They have a 70% success rate. More states are currently negotiating with private companies to start doing this.

The labor department loves SSD because once a person is on it,they're out of the workforce and it causes the unemployment rate to go down.

The current cost of SSD? 260 billion dollars a year! Yes folks,that's over a QUARTER OF A TRILLION DOLLARS a year.

There was a whole lot more to it in an hour long program,that's the Readers Digest version. What amazed me was to hear it on National Public Radio.
