If setting still with the tires straight agead you ca turn the wheel 1/4 turn without moving the tires then it is more than likely the steering sector gear worn. You can adjust the sector gear closer to the worm gear by rotating the concentric bushing and it will tighten up the lash BUT once you turn the wheel further past the well worn part then it will be way too tight because you are now into the unworn teeth. If that is the problem then you will need to replace the sector gear. If there is minimal steering wheel movement then jack weight off front end and check out the slop in the roll-a-matic front end bushings/bearings (assuming it has roll-a-matic). What ever it is it's pretty bad to cause wobble so you shouldn't have a problem finding it. Spin tires also to make sure one isn't junk. A manual is a nessessity here , though. You may be able to go online and find the info/pics also.
